While waiting at the Registry of Deeds of Pasig, I was approached by a woman. She wanted to know where to get the tax declaration. I wrote Assessor's Office on her sheet of paper and pointed out where she needed to go, which wasn't very far, because the Pasig City Hall administration has conveniently located both the Registry of Deeds and Assessor's Office on the second floor.
A seated man loudly interrupted to ask the woman to which barangay did she belong to. After she answered, he categorically told her to go downstairs, look for her barangay and pay there. Swayed by his strong personality, she followed.
In the meantime, I quietly continued with my business for I knew she was going to find out for herself that I gave her the correct information. What the rude man was describing was the payment for the annual real property tax or amilyar.
And who do I see later at the Pasig Assessor's Office? That same woman who belatedly discovered that a loudmouthed and belligerent know-it-all does not actually know what he's talking about.
