With the privacy law, the Philippine Statistics Authority is very strict with regards to the Authorization letter. Without it, you cannot order any certificate nor receive it.
The releasing staff members are very astute, and will ask you questions regarding your relationship with the party on the document and scrutinize the signatures closely. Make sure your signature is the same as the one on your ID or the authorization letter will be rejected.
Remember to give the original and xerox copy of your ID to your representative. The representative must bring an ID as well. Both IDs must display a photo and signature.
